Children under the age of 13
We do not knowingly collect and retain any personally identifiable information about children under the age of 13. During the registration process, children under the age of 13 are prompted to provide only their parent’s email address and establish a username/password. When providing a username, all users are specifically instructed not to establish a username that reveals their real name or email address. Also, please note that we collect the parent’s email address to inform parents about their child’s use of toppstown.com and our personal information practices, to contact the parent in the event that his or her child has forgotten a password, and because we believe it important for parents to participate and monitor their children's online activities. We may also offer features that allow our users to send messages to their friends. When we do this, we may collect online contact information (e.g., e-mail address) for a user’s friend, but we use that information only one time to send the message at the request of the user, and we automatically delete the information after the message is sent. 1. Information Collection and Use
1.1. Information we collect from you
Personally identifiable information is information that can personally identify you, such as your full name (first and last name), your e-mail address and your postal address. Under COPPA, we are prohibited from conditioning the participation of a child under 13 in an activity on the child’s disclosing more personally identifiable information than is reasonably necessary to participate in that activity. In general, we therefore collect only minimal personally identifiable information on Toppstown.com.
However, we do collect a username and password as described above. In addition, if you are 13 years of age or older, we collect your e-mail address at the time of registration so that we may email you a substitute password if you forget your username or password. If you are younger than 13 years of age, we collect your parent or legal guardian’s email address at the time of registration for the same purpose – to contact your parent or legal guardian if you forget your username or password – and also so that we can notify your parent about your use of this site and our information practices. We will not use this information for any other purpose.
We may also collect online contact information (i.e., e-mail address) if you report an abuse of our site through our “Customer Service” link or for features that allow users to send messages to their friends, but we use that information only to respond one time to your request, and we do not retain online contact information submitted through those links. We encourage parents to provide their own e-mail address to report any potential abuses of our site on behalf of their kids.
1.2. Cookies and other non-personal information automatically collected
When you visit Toppstown.com, we may assign your computer a “cookie” (a small, unique identifier text file) to remember who you are. We also may include other information in our cookie files; for example, if you arrived at our site via link from a third-party site, we may include the URL of the linking page. However, we do not collect any personally identifiable information through cookies, and we do not associate any information that we collect through cookies with any personally identifiable information that we may have collected about you. 4. Access
Pursuant to COPPA, parents may review any personally identifiable information collected by a Website about a child under 13, ask to have that personal information deleted, and refuse to allow any further collection or use of the child’s information. As described above, we only collect limited online contact information. Parents may review and delete any such personal information about a child under 13, and may instruct us to refuse to allow any further collection and use of that information, by contacting us as described below. If a parent does not ask us to delete such personal information, or to cease our collection and use of that information, we will continue to use the personal information as described in this privacy policy. Users age 13 and over may also access and delete the personal information about them we have collected (i.e., their e-mail address) by contacting us as described below.
5. Security
Toppstown.com has reasonable security measures in place to attempt to protect against the loss, misuse and alteration of the information under our control. These include a firewall to prevent unauthorized access to our systems and maintenance of registration information in a separate database. Although we will exercise reasonable care in providing secure transmission of information between your computer and our servers, we cannot ensure or warrant the security of any information transmitted to us over the Internet and we accept no liability for any unintentional disclosure.
